Project Description

Upon the expansion of gaming activities at Tri-State Casino and Racetrack, Tri-State Hotels contracted with Randolph Engineering to provide design services for a new hotel project to serve the expected increase in tourists coming into West Virginia for these gaming activities.

The project involved the study design and preparation of contract documents for the site design, including preliminary and final grading, parking layout, storm water management, lighting, pavement design, utility design, and access road design, as well as securing all necessary permits. The project was undertaken using the Design-Build method of delivery.

The site chosen by the developer had significant challenges, with the most troublesome being the terrain as it related to the property boundaries. Due to very restrictive property lines and right-of-way limitations, we chose and designed a Redi-Rock retaining wall system for two retaining wall structures that were required to prevent impacts to surrounding properties.

Additional design responsibilities included obtaining all permits, including N.P.D.E.S. permit, WV Health Department, and Putnam County Planning Commission permits.

Surveying services included topographic mapping for design purposes, survey plat development, and construction stakeout.
